Could you wait for a few weeks? AMD Ryzen 5 and 3 CPUs are to be launched soon, and they should provide performance for the price.

If you are only looking to stream the video from your console, you might be able to do it without a discrete graphics card, but if you want to add a separate video feed, like having a webcam shot of you in the corner of the video, you'll definitely want one. You'll also want one if you want to take recordings of your gameplay sessions and then video edit them. But $1,300 should be plenty to buy a decent streaming rig.

Correct. You only need it if you will stream PC games with 3D graphics. If you are streaming your PS4 gameplay, you don't need it.

You need an ATX case and ATX board because it has more card slots. Also it will have room for a GPU if you decide you want one later.

Start with this: https://pcpartpicker.com/list/MrWRnn
Subtract out the GPU (replace with nothing)
Add your capture device or capture card

Total about $750 including capture device / capture card.

Ohhh I do not think this. Yes I have Logitech c920 webcam, blue yeti, & ElGato capture device. Thank you! Now to reconsider hardware again lol

No game in pc, only record/stream from capture device then edit perhaps. Perhaps your saying is beneficial later at time, I will consider such thing.

What will you be streaming? What will be the resolution etc? Do you also plan on recording the gameplay?
Here's a cheaper PC that will do just fine.

Hmm.. I am plan to stream 720p@60fps(possibly perfect stream) or perhaps 1080p@60fps(<- but this is not priority) oh planning use ElGato capture device to stream PS4 games(some is run 60fps) and yes, record gameplay too.

I have Blue Yeti, Logitech C920 webcam, ElGatoHD60S, Sony Vegas software.

Perfect, you have all the essentials, the pc I linked above should do the job well for you. I did not include peripherals such as monitors, keyboard etc as they are to your choice.

Edit: It might be worthwhile to add an entry level GPU to the stream/record and editing rig to improve video editing and export/conversion times.

You could go with an i7 but that would increase the cost of the system by 120usd, and then 95 usd for an AMD RX460 graphics to help with video editing and transcoding for Vegas. Your choice.

Added a graphics card for accelerating video editing, feel free to remove it.

Isn't the mobo a waste for a cpu like i7 k version? Probably you don't want to overclock, you could save 20/30$ dollars for i7 7700 non-k

@raystriker, I have to recommend Ryzen! The build you and @Foxi4 helped me with is just amazing! In OBS, I can get away with a 2k bitrate and 1800kb buffer streaming at 720/30FPS with the slow setting! Keep in mind I've got Twitch up monitoring my feed, a webcam, a second 1080P monitor running whatever I'm streaming, and OBS running. I'll have to play around more to see if I can tweak it more, but holy moly can this thing pump out production. OP, the whole thing cost me about 1300$ but I added in some extras you could get away without. The build is a few posts down. I don't know about the other options, but the regular 1700 is a production beast. The cooler it comes with works well also.

I feel bad taking any credit, there were more verbose contributors in that thread, I just added my two cents. You're right though, if you're building something specifically for streaming and rendering, it's the core count that matters - you want as much multitasking edge as possible, so more weaker cores makes more sense than less stronger cores, which is a viable scenario only when you're running one specifically demanding application rather than several in the background. Ryzen would be the way to go for such a purpose, it's more cost effective. You want high multitasking capabilities and fast access time, not necessarily just brawn. If you can have both then that's even better, and Ryzen gives you exactly that.

True, she could get a 6700 with a cheaper B150 mobo or something. https://pcpartpicker.com/list/9pGxCy

Okay, please analyze this list: https://pcpartpicker.com/list/VrJtqk

Oh I forget mention I have portable pc but only plan use to monitor live(streaming) to check if stream is okay.

Here is spec of portable pc: (not so good lol)

Oh also I do search internet but cannot finding concrete answer. I do not know if AMD or Nvidia is efficient for such purpose(streaming/video edit) of pc... This is why "video card" option is unknown.
