nds-bootstrap loader: Run commercial NDS backups from an SD Card

nds-bootstrap:

Thanks to the work of ahezard, Gericom, Apache, Robz8, _catcatcat, and shutterbug2000 and other contributors, we can now load NDS games from the SD card, without any flashcard/SLOT-1 card.

Don't expect high compatibility, but do expect many, many updates.

Compatibility report:
PuyoPuyo7 works with donor rom. loading is slower obviously but when you make a puyo the game slows down during the animation

PuyoPuyo 15th anniversary works with donor rom, loading is a bit longer, but during gameplay i did not notice any unlike with 7

This release does not bring major improvement but uses the latest devKitARM r46 / libnds 1.6.2 and the code have been cleaned up in order to allow a better maintainability in the future.

TWLoader needs to be updated in order to run this.

Important : Lock ARM9 SCFG_EXT option have to be disabled.

I did update the side CIA, but I didn't manually update the bootstraps (used the in-app updater, so I figured it wouldn't matter). I'll give that a shot right now.

Edit: Cool, that seems to have done the trick.
