It's a magnet link. You need a bittorrent client to use it. Something like Deluge, BitTorrent, uTorrent, etc.
What are you trying to run? This thread is for PC program. I'm not sure what you're doing.
When I launch the installed .cia non of the changes have been applied. Is there a fix for this?

EDIT: I'm trying to decrypt my .cia file. I think the tutorial is saying to go on HBL and run Decrypt9, but it justs takes me back to the HBL screen. Is there a PC HBL?

Do you have a9lh? People just usually run Decrypt9 as a a9lh payload. I never had success running Decrypt9 with HBL outside of the Guide. There won't be a PC HBL until we have sighax.

Make your CIA with the changes and install that one or use NTR or Luma3DS patching.
The problem is that the changes don't show up. But probably it lies in one of my changes.
Without knowing what you're doing, I don't know. It works. I've rebuilt CIAs and they work. I've made mistakes and made totally broken ones too. You should have all your files loose in folders to rebuild the CIA. I think that's what the program uses for input.
I don't see why not. I think it's been done before. Busty May works so it probably does. It might be more involved. Not too familiar with the game.
I've been having a issue and I apologise if this has already been said but, I've been trying to randomise X and Y. I have a decrypted cia file, I've extracted it with the hackingtoolkit so I have the romfs folder, exefs folder and all that good stuff, moved them 2 to their own folder, edited with pk3ds (trainers and wild encounters randomised), moved the folders back to where they were, rebuilt the cia and installed. Now here's my issue, whilst the trainers mons are randomised, for some reason the wild encounters are not. Also, the game will not start unless I have the update for the game installed so I have no idea what is going on. Think anyone can help me with this?

whenever i try to compile cia after modifying the files inside it, Ciarebuilder creates custom bin files or cia without the modified files help?
Probably on that iso site or somewhere.I am trying to download the aeskeydb.bin torrent but it seems that there are no seeds? It has been trying to download since yesterday and nothing yetis there another way I can get it?
