Hacking update emuNAND to 11.3? Is it safe?

What does it mean when you refer to "franken firmware?" Is that a CFW?
franken firmware is a fw that has some part in different version.
The uncontolable one mostly occur when you downgrading to 9.2, some of the FW stuck on the version before downgrading, make some exploit unworkable (mostly arm9 which require for 2.1 CTRtransfer).
A controlable franken firmware is occur when the user update only online require part of the FW such as online module, allow to keep old version of FW while be able to go online without going to lastest version. I assume that this method not work if that games using NFIRM version check.

It can cause a lot of different problems and it heavily suggested to fix asap

But, since the NFIRM check is out, I don't think we should keep using it anymore.
Is there any specific tutorial which users with the upgrade from older CFW like rxTools to Luma3DS?
Do you want to keep using menuhax (easy way, but with a possibilty to lose your hack) or A9LH (hard way but mostly safe from remove)?

I hear hit n' miss results and just wouldn't suggest sitting on anything broken for too long.

There is 2 things you need to know right now, of course, about 3DS hacking.
  1. 3DS exploit: This is a way allow to run somethings that normally can't run such as homebrew, etc. Example of 3DS exploit are menuhax, arm9loaderhax, fasthax, etc.
  2. 3DS CFW: This is what you want to allow your 3DS to add more function to FW, such as out of region cart load, pirating, ETC. This one need 3DS exploit to be able to run. Example of CFW is Luma3DS. ReiNAND, Corbenik.
The choices you have now is changing from menuhax (exploit) + rxtools (CFW) by Installing Arm9loaderhax (A9LH) Exploit with Luma3DS CFW. Can be done by Boot to SysNAND, change your theme (normal theme with other color is fine), then following this guide: http://3ds.guide/. This setting is mostly safe from removed by Nintendo. The problem is, this setting require user to hack into 3DS System files. So it has a small risk of brick. But, if you're understand and following every step of the guide I gave you correctly. Even though you bricked, it can still be fix by hardmod. The guide will ask you to later merge emuNAND back to sysNAND.

You better do this now since your FW is mostly perfect for this. 11.3 right now is hopeless, even hardmoding excpet you have 9.2 NAND backup.

ฺBoth of them are hackable without the need of other tools.

Say what you want but I had no problems with franken firmwares (if i dont update the native firm).

BTW On my setup, Pokebank 1.3 forces you to update the system/firmware (if you try to install it trough eShop) but if you installed it via .cia from "that ISO site", you can bypass it. Basically, it checks your native firm upon installing, and there is obiviously another check upon executing Pokebank 1.3 (thats why I received the message: "no safe data found") but in combination with NTR I can bypass it.

So it can bypass with a bit of effort then.
I will still suggest people to go A9LH since when you finish the setup, you can use it like normal 3DS.

I'm thinking of postponing the upgrade until a patch is made for Luma3DS with the 11.3 firmware. Luma3DS appears to also have been affected running certain homebrews when updated to 11.3.
Which homebrews?
PS. after merge the EmuNAND to SysNAND, you can keep the version of EmuNAND.
3DS never force updating.
