My New 3ds XL region is EUR.
Shin Megami Tensei IV FULL Undub CIA is USA (from that iso site).
I want to use the DLC.
The only possible way (as researched) is to use a non-region-free (region-lock) CIA.
So I assume I need to set the CIA to be region lock again.

Any help or instruction on this? Thanks!

Should not be true; what matters is knowing the original region of the title (possible by looking up the titleid) and using matching updates/dlc

The way to set the region is to extract the cxi from the cia, the exefs from the cxi, the icon from the exefs, setting the region bytes appropriately, and recompressing...
...but again it shouldn't matter as far as DLC compatibility as long as you use the correct region (although they may conflict with the translation)

Thanks for your reply. Yeah other games worked, but for Shin Megami Tensei IV, well it always show add-on content cannot recognized :/
