Is it self powered? what are your settings? You have to let us know more information before anyone can provide help. For ex. whats your setup? what are you trying to do? Play Wii U backups? Gamecube? Wii? etc.

Wii U is sadly messed up on the USB side, it doesn't supply 500mA of current on USB ports like is in the standard, but less (sadly, can't remember how much). As for your main question - as far as I know nobody did anything like this yet. It basically would require a cold-boot CFW anyway, as WiiU throws a fit as soon it starts it there are multiple USB devices.

you can have them lugged i but the wii u poops its selfI think he is wanting to format two USB drives to be compatible with the Wii U and have them both plugged in/use them both at the same time. Unfortunately I don't know if this is possible, so can't really help.
