So my friend ran into an issue where on the installation of 2.1.0 on his N3DS he got a message saying it was successful but it wouldn't boot at all. So he went into safe mode and updated. Now it doesn't boot at all. Blue light but no back light. What now?

He was supposed to take out the SD Card and then boot the system up.

Yeah he does have a backup. How would he go about fixing it? Is there a thread you can link me to?

Honestly if you are in the UK, I would tell him to send it to @gamesquest1 to fix it for him.

I found a hardmodder I just want to know what to do after it's been done

The hardmodder can install the CFW for him and send him back a modded system. It may just cost a bit more.

Like gonz said, you could either get a normal hardmod or a hardmod + installed cfw (which will cost a few bucks more probably)
I would highly recommend to ask for cfw so you and your friend don't have to deal with the whole installing process. (again)
