My pc is fucking up (Long story issue)

So i was playing stepmania on my old vista pc. i had started a song and the entire game crashed on me and i had to hard reboot my pc. When i restarted my pc it gave me the options for recovery mode or launch windows normally. recovery mode leaves me with the screen but with no options and normal boot mode gives me a black screen. So i tried to install windows 7 from a usb and it gives me the same thing as recovery mode on vista.

From what I'm understanding, your trying to reinstall windows? First off, take out the hard drive and plug it in as an external hard drive on somebody elses computer to backup the data, NOW, that step is optional.

Download DBAN on another computer, and use rufus to install DBAN onto a usb. Then, boot into the DBAN usb. Next, you should be able to use that windows 7 usb and install it.

Try burning a Windows 7 iso to a USB with Rufus and reinstall it. You might want to unplug your hard drive and make a backup if you can of the important stuff.
