ROM Hack Need help updating to 9.2 from 5.1 firmware.

I have gotten rxTools to work on my 3ds, but I would like to update to Luma3ds with menuhacks so I can boot into luma right away. My only issue is I can't get my 3ds to boot into Dev or Pasta mode, to run the sysupdate. I've tried on 3.0 and the 2.56 or whatever the stable version is, and to no avail. Everytime I try to boot in pasta or dev mode it just hangs at a black screen.

I've read about cart updates, if I had a copy of Super Smash bros could that work?

Why are you trying to update to 9.2? If you want to install CFW, just follow this guide.

I tried that guide, but I could never get Decrypt9 to load, I was only able to get it to load with the rxtools tutorial, and the version of Decrypt9 that loads in that tutorial, didn't have the option to do a ticket dump.

Now that I look, I think I put the Decrypt9 files into the files9 folder, instead of the root of the SD card. Trying again.

So I'm at the install arm9loaderhax set, I go to the url that boots me into the safeA9LHInstaller, but when I press select, it tells me payload_stage1.bin doesn't exist or exceeds max size.

Do you have the files in the correct place on your SD card? Reread the prep work section and make sure you have everything where it needs to be.

So I got it all working, installing a CIA and seeing if it works, my only other question is this, if I buy a bigger SD card, can I just transfer the files from the SD card I just used to the bigger SD card? Or would I have to do everything again?

Since you have a9lh installed now, you can just move everything over to the bigger SD card. However, if that SD card is 64GB+, you'll have to use guiformat to format it to FAT32, as that's what the type of SD card that the 3DS reads.
