Gaming 3ds region free games

.I was planning to download Super Mario 3d land CIA but then theres this option to download that say's USA version and the other one is EUR RF , now i know that RF means region free , my question is , is it better to download EUR RF? does it work for any 3ds region and can i play multiplayer if my 3ds is US region?
