If you have no other nand backups from beforehand, it probably is softbricked (can be recoverable somehow). Make a ctrnand backup of your current state though. Someone else can probably help you more though. If you don't get a response, it's probably better to ask in the noob thread.

If i use the hardmod solution, does my 3DS will work ?

But why don't you have that file. Did you deleted it or something?

I got all the files, i deleted nothing.

You can fix it without a hardmod, we just need to figure out what's wrong. When doing the 2.1.0 ctr transfer it asks you to make a backup. That should dump the files NANDmin.bin and NANDmin.bin.sha. if you don't have those files you either:
  1. Skipped the backup.
  2. There was an error and you didn't pay attention.
  3. You deleted the files by accident.
One of these 3 things happened, or you would have those files. Did you try checking the sha of the 9.2.0 ctrnand file like @ih8ih8sn0w suggested? Maybe the file corruptes on transfer.

2nd question: did you backup ANY files at all? If yea, what ones?

I didn't make a backup at all about my Nand and all my data.
The only file I deleted its the config file for Luna. I make a other config file but its not working at all.

If you get a tool to see if the sha file is correct, i would get this.

Thanks for the answer !

Use google to find a program to check sha, I don't know one off the top of my head.

Did you check the entire sd card for those nand files? Maybe you have them and didn't notice?

Also, where did you get the ctrnand 9.2.0 file? Plailect's guide? Are you sure it was the correct region?

Ok, i will check on Google.

I got the ctrnand file from Plailect's guide. My 3DS is from EU so i downloded the file for 3DS Europe region. I tried all miror and the original download.

So,

I tested what you said:

  1. Ensure you have a working payload.
    1. Check for the existence of arm9loaderhax.bin in the root of your SD card. : Done
  2. Try resetting Luma's config and fix options
    1. Delete /luma/config.bin from your SD card
    2. Set your options when it boots : Done
  3. Test booting Hourglass9
    1. On Luma3DS, hold Start on boot : Done
  4. Try deleting home menu's extdata
    1. Clear Home Menu's extdata by navigating to /Nintendo 3DS/(32 Character ID)/(32 Character ID)/extdata/00000000/ on your SD card
      • EUR Region: Delete 00000098
      • JPN Region: Delete 00000082
      • USA Region: Delete 0000008f
      • CHN Region: Delete 000000A1
      • KOR Region: Delete 000000A9
      • TWN Region: Delete 000000B1 : Done
  5. Try booting without any cartridges inserted (including flashcarts) : Done

  6. If you did not start Part 1 with a NAND between 4.0.0 and 4.5.0, make sure you do not have afirmware.bin file in /luma/ : Done
  7. If you started Part 1 with a firmware between 4.0.0 and 4.5.0, make sure you have copied the following firmware.bin file to /luma/
  8. Try this test payload (mirror).
    1. Rename /arm9loaderhax.bin, if it exists, to something else.
    2. Place the arm9loaderhax.bin from the archive linked above in your SD root.
    3. Insert your SD card into your 3DS and power on.
    4. Press (A). Your 3DS should power off; this means arm9loaderhax is working and something else is broken; your device is not bricked. : Done / Worked
  9. If you previously downgraded with Gateway, ensure that you are using the latest Luma3DS version (v6.2.3 or higher, at the least) : Don't have any Gateway
  10. Try following 9.2.0 ctrtransfer starting on Step 4. : Error on step 3. See post before.

I do a CTRtransfer with 2.1, i got no error, but i still have a black screen when i boot.

When you are doing the downgrade to 2.1 the ctr Transfer makes a back up unless you don't have enough room for it. What SD did you use? Can you boot the system to check the actual firmware?

Lexar 32GB MicroSDHC - No i can't see the actual firmware :/
