Hello . PSV's ftps doesnt work on my laptop. i dunno why , but filezilla says 'couldnt connect'

so i need to find another way to move vpk files to my vita.

Is there any ways to move vpk files via USB connection or something?

If your ftp won't work
Try the windows native ftp client
In explorer, type thr ftp addr
Ftp://192.168.0.sub:1337
