And what if every player used the same modified files? After all, there is this GeckoMapTester hack and I have seen videos on youtube of people playing it in Private Battle.There is no difference. Same chances as when playing an online public match. You could do splitscreen
How exactly does Nintendo decide when to ban?
I'm not sure since I was banned a while ago and I never got to use that, but all I know is that Nintendo/Sploon Devs are somehow able to detect when one uses mods. They could check for packages? I'm not sure sorry

I don't think something like the speed hack and edited ( changed ) weapons are something that would be told right away. ( if it was something safe, there would probably be a tutorial on the main page of the hub, which there isn't.. )
For the dangerous octoling on the Testfire, I'm pretty sure OatmealDome put the file up for becoming an octo.

Player.pack is the same as it is in the final's base game. If anything, just Nintendo being lazy. Nintendo just being Nintendo, I guess. ¯\_(ツ)_/¯

And yeah, I did not thought about that, I was just thinking that the original testfire was even before the final game release, so it should not include it, but they always let everything on the code (ahem, mario maker...) so now everything makes sense
About that Mario Maker bit, Splatoon and Mario Maker shared the same engine. So there was some early left over content in Mario Maker. ^^
