Hacking Buying a 3.60 vita will restore update?

Im tradeing a toploader for a 3.60 vita. The other guy wants to get his stuff off. So he wants to restore it but when he trys it asks him to update. Is there away around this

He can turn off the vita, boot it into safe mode and there is an option to restore the vita (4th).

This will wipe his account from the system without connecting to PSN

Hes trying to tell me he tryied this way and it auto updated.

If he deletes the wifi settings the system wont be able to look up for updates...
