Alright, got some good news and some bad news.
Good news is, I finally got my hands on a banner (thanks to my best friend, totally forgot she was an animation student) And it looks really well made. Yes this means, CIA builds will soon come.

Some more good news:
I decided on porting the theme managing functions from CyanogenPSP (just for testing purposes), and they work like a charm. Custom icon packs also work. Neither of these features affect performance in any way.

Bad news is:
Both the theme manager and the icon packs heavily rely on the file manager to browse themes/icon packs. So without that, I can't fully implement it. These were hard-coded for testing purposes just to make sure that they're working. Now that I know they are, I just need to fix the file manager, but until then you won't be seeing these features in any releases.

The source should be compile-able with the latest version of libctru and citro3d. However Cyanogen3DS seems completely broken at this point. I'll have to put the project on hold for now. It seems the new changes with the GPU broke controls and also caused quite a lot of glitches and stuff. Until these issues get resolved I won't be doing much.

It was meant to be released in the next alpha build (2.0) however it has been delayed due to some issues with FPS on the SF2D and Citro3d.
Sadly, I haven't been able to add anything new to the project in a while due to these issues. Until the authors of the libraries fix their issues, I can't do much from here.

Short answer: No.
Long answer: In the 11.0 update, Nintendo broke the exploit which allowed users to downgrade, as well as taking other precautionary measures to help prevent downgrading. There are still ways to downgrade, but they require either a hardmod or another 3DS with a9lh.

Short answer: Maybe, don't hold your breath.
Long answer: Last I read, a guy named nedwil was working on exploiting the arm9 (The 3DSes security processor, ie what we need to take over to run CFW). It is possible that there are simply no other exploitable bugs in the arm9 and that 11.0+ systems will never be able to install CFW without a hardmod or DSiWare downgrade. However if history has taught me anything, it is that this hacking scene has destroyed numerous "impossibilities" before, and we will probably destroy this one soon enough as well.

This isn't the place for this kind of off-topic conversation, so I'd suggest taking any future questions not about this homebrew to the Q&A thread here.

Sorry no, I might just give up on this. The devs of the libraries used in this program is unresponsive, and I can't think of ways to fix the recent issues caused by the new changes in the GPU.
Oh man come on! Good luck I really hope you can end up finishing this :3!

The issue was already reported. They haven't been giving any feedback, except for that one suggestion which didn't do anything. Besides I'm not the only one facing this issue. I tried all sorts of ways to get this working, but I couldn't. It happened after the changes in the GPU API anyway, so that's most likely the reason.

So I recently pushed some commits. It's been almost a month since I last did that. Nothing has changed with the issues. I'm still waiting on the feedback from developers of the respectful libraries. In the meantime however I managed to update wallpapers and icons similar to CyanogenPSP. (Not a big feature or anything.) But I also managed to cleanup a little on the font colors area. It should no longer have any delays when opening/closing apps. It has been fixed for the PSP, and since the 3DS used the same system it should be fixed here aswell. I just can't really test it cause I can't open or close anything (library issues as I mentioned earlier).

So yeah, I'm definitely still enthusiastic on this project. Once those GPU issues are sorted out the next alpha version should be available. It's been almost 3 months since the first release, so you can definitely except some improvements. (including CIA) I'm in college now though, so progress won't be as fast as it used to be. And the first thing that I want to get working after Alpha 2, is the file manager. Then all the other goodies will follow along. Anyways here's a screenshot displaying those aesthetic changes:
