In order to homebrew a 3ds you need to use one of these methods. You will probably need to buy one of the games on the list, since most of the non-game methods of homebrewing are patched on 11.0. Honestly freakhax is probaly the easiest one since you can use a digital version on the eshop too. You also need some way to move files onto an SD card, so you will need that sd card reader.
Ocarina of Time is actually kinda reasonable. Eshop versions wouldn't really help, though, as you'd need homebrew access first to add a hacked save to it before using it as a homebrew access point (if that even works. Catch-22 much?)
Do you know how to give palicos to someone? I haven't actually done that before.
it would require picking up virtually all of the items at one opoint aor another and redepositing them. as that's not 100%, you may need to take the items on a quest first, then deposit them (the on-quest delivery palico works)
the only way to really do that within the game is via Streetpass. Until the export method via APM's editor is perfected, that may be the most reliable method outside of documenting edits
it prolly didnt have legal RNG values and/or learned skill/ability set. Fix that and it should work.
So now when you edit an equipment, it won't show level (probably was never level to begin with), just the equipment ID (max 65535 instead of 255)
