You can hack the Vita to run PSP games/homebrew though. Not sure how it is done. I think you'll need an exploit game for that though.
The Vita can also run native homebrew using Rejuvenate.

Actually, take a look at the Vita Tutorials & FAQs section ~ member xy2_ did a few tutorials on how to use someone else's paid-for CMA backups and Act.dat (activation) file to share games without the need for a black fin! He's really done a good job with those tutorials, and I hope his work gets paid off soon™!
Nah, if you're on 3.52 or lower, you can just use any PSP game/mini you want!
