You can decrypt a CIA file using Decrypt9, which removes the need for the seed entry, that's probably what you're thinking of.But I've seen many CIAs that I could just install.
In regards to b, the database used by CIAngel, FreeShop, Shameless, etc contains user contributed titlekeys (The key required to install the game). Until someone buys the game on the eShop, and contributes the titlekey to the database, the games are not available.Two things I couldn't figure out yet:

TheCruel will be adding seeddb stuff, as he's already said, it's just not in the first release.
