No more difficult than writing a Batchfile. Batchfiles aren't the slightest bit useful if they're single-use. You'd have to edit the darn thing every time for a different title. That's why this is a script instead.
Does this build the cia from my 3ds or does it download it? I have SSB with a couple of modifications in it, but i unfortunately lost the cia file. I assume if i get my ticket.db it will download a clean copy of the game. Right?
On your PC. CIAngel does it on the 3ds (well, direct install iirc... Not CIA creation) as does FBI if your ticket was proper when you installed it the first time (and FBI can also install a new proper ticket in place of a bad one).
FunKey cia is another option and doesn't require the ticket.db.

I understood what you wanted, you just don't understand what I was saying and/or you misunderstand what .cia means.
FunkyCIA creates the CIA ON YOUR PC (the first thing I answered). The files are downloaded directly from CDN, as Cearp stated.
Nothing can create a .cia ON the 3ds. But with CIAngel, you don't need a .cia because the same files are downloaded and installed directly onto your 3ds. Think of a .cia as a .zip file for the 3ds and maybe you'll understand better...?
yeah it's possible but not simple.
unless you have such limited bandwidth, don't try if you simply want a cia and that's all you care about.
just download the legit cia of the game... you can find it online

you can use decrypt9 to dump the keys, and the ticket.db too if you want.
upload your (decrypted) keyfile to the key website. the owner will encrypt soon after.
Done.

yeah the counter is stored in the savedata for homemenu i think... at least, one of the system savedatas. (i don't think the extdata, maybe i'm wrong though)
it's been a long time since i played around with it. but using fbi or just doing it manually/ctrxplorer - delete all the system savedatas (backup first) and see which one specifically works.
