As long as you don't download shady CIA files from shady sites and shady sources then you should be good.
To paraphrase Vuples, there is great honor among thieves. If anyone were to come across .3ds/z, .cia, or a brickware homebrew, it would be up immediately, the creator ostracized, and the file removed and blacklisted.
It may be possible: I haven't tried deliberately creating bad cias. But NCCHs can be manually deleted from both SD and internal storage (godmode9) anyway.
This leaves installing a bad or decrypted critical title, which you can identify in advance through its titleid and the warning that you're going to replace an already installed application...

It should. Shameless downloads everything from Nintendo's CDN servers so unless Pocket Monsters Green isn't in their CDN servers then it should be their. Try looking up the Japanese name of it

No shameless is exactly like ciangel in that they download from Nintendo cdn but there needs to be the title id on a specific website to basically tell the apps what to download. So unless someone takes their legit bought Pokemon green jpn vc and dumps the title id shameless and ciangel won't ever have it. However the list is getting bigger and bigger as ciangel becomes the industry standard for downloading games.
