I have arm9hax on my n3ds updated sysnand. I am always in costant need to uninstall games i may play in the future. My solution to this would to create and emunand for 3ds games and updated sysnand for non3ds games is there anyway to distribute these without having to reinstall or do a ridiculous amount of steps. If nothing exists that would be a cool tool to create

So your issue is that you have more than 300 titles you wish to have installed to your NAND? Maybe you should just consider not having that much stuff installed since it's not like you're gonna play it all anyway.

But a more direct answer to your question is that it would be trivial to make a new emunand. Just back up your SD card, run Emunand9, create an emunand, restore the SD card content, then run TinyFormat on the new emunand to unlink it from your sysnand.

Yes it would be. And that's exactly what I told you to do. Afterwards you can TinyFormat the sysnand instead of the emunand if that's what you mean.
