Well with no-ip you have to renew your domain every thirty days and they nag you about premium everytime.
FreeDNS is just that, free. And you can get cool domains like... wiiuhax.crabdance.com.

Okay, I'm not sure about the EU thing. I know the only issue was with the HaxServer.jar and I don't use that. But I do have the DNS on www.wiiuhax.mooo.com

I have no clue about hosting exploits through Android, I've seen some threads about it. I'd just download the package on my webserver, and then host it using a tutorial you can dig up somewhere around here.
