Great! But you're about a year late....For those who haven't noticed my blog post:
You CAN convert DS stuff to DSiWare to cia (you don't even need to convert it to DSiWare, giving the ROM a TitleID at 0x230 is enough), but the reason you can't PLAY retail ROMs as a standalone cia is because retail ROMs try to access the gamecard, but since DS stuff runs on bare metal, and (in my undertanding) TWL_FIRM kinda just acts as a loader, it would require HEAVILY patching the WHOLE game code to EMULATE the gamecard, so no retail DS ROMs for anyone.
Please note that I said you can't PLAY retail ROMs! You can convert them, and install them, and the code will run, but will hang if it tries to access the gamecard, because it's not inserted. If you start a retail game installed as a cia, AND you have the gamecart inserted, you can technically play DS ROMs as a cia, since the CODE is loaded from the cia, but the ASSETS are loaded from the gamecart. This is the reason it's possible to dump a flashcard's ROM, (patch it if needed, like disable autostart flag, fix header, etc.), and install it as a cia, and be able to use the flashcard.
If you have any questions regarding this, I have researched this topic for two full days almost non-stop, so I know most of the stuff
