Hi, how can I download the DLCs? I always get the Error-Massage: 002-0123 You can't use online services with this card.

You need to use a .3dz with valid header or a cia version of the game to go online/download DLC.
So Im pretty new to this whole process and curious about a few things, this is my setup so far...
-o3ds running 9.8 and Oothax (starterpack installed)
-Japanese copy of MHX
-Also have a japanese 3ds LL using 9.9
-Do not own a copy of cubic ninja so using OoT
Ive been searching most of the forum and web in general for a tutorial but everywhere I find one is a little vague or is missing something. Im pretty sure Im just misunderstanding something so I was wondering if anyone could give me a hand. I dont mind playing in the dark where I cant read but Id like to get the patch installed so I can actually identify everything instead of having to do it all the hard way. Im reading the general subreddit for CFW and all so please excuse me for being really new to the whole process. I just want to know...
1. Do I need to downgrade my o3ds to 9.2 if Im already using OoThax on 9.8? Will I be fine using that setup or do I need to downgrade and get Cubic Ninja for 9.2?
2. I downloaded the patch on page 1, but not really sure where to install it folder wise, or if Im supposed to be using the FBI or a different program
Sorry if all these questions were already answered or similar to, but Im reading as much as I can through the other 60 some pages and thought it'd be faster asking for help, please and thanks

if you actually read the opening post, you should know already that you need to be at 9.2 fw or below.
setup cfw n emunand (you're gonna need it since online play requires latest fw).
after you do, simply download the patched 1.2 update from a site that can't be name here and install it. you can use your legit copy of mhx with it.
Well I already apologized for being new and already said "Im just misunderstanding something" so I dont know what else to say to a response like that, I have little time for games with work and deploying overseas soon so Im in a bit of a rush trying to figure this out on top of settling my own life affairs for while Im away. I am just trying to figure out a quick process for this since I wont have internet access or outside computer access for the next six months and I was looking into what I could do since I dont need to go online and I just want to see if I can run the patch. Apologies if my rushed and brief over viewing of this entire subject called for such a response, I do appreciate you taking the time to answer a newbie asking albeit stupid questions, Im trying =/

So, You can play the japanes version on the japanese 3ds LL (with update), and on the (eu?) one with regionfree over homebrew (OoT, homemenuhax, browserhax).
If you want the englisch patch, you NEED to be on 9.2 or lower, so the downgrade is a MUST to play the game in english.
As none of your 3ds seems to be a new 3ds, downgrade the bigger one. Or which one you want. theoreticly you can install the prepatched cia directly in 9.2 sysnand (without setting up a emunand, if you think thats to much work). emunand is saver, as it always can be "repaired". Find the needed Regionfree (RF) and FirmwareSpoofed (FS) *.cia on that iso site (no links allowed in this forum!) and the patched update and it should work.
Find the links for downgrading the 3ds and setting up emunand in my signature.
My opinion: setting up emunand is absolutely worth it. And is more smoothly than downgrading (that can take up to 20 or 30 tries if you have bad luck).
I'm currently hospitalized and not really up to the work atm. @MaximusX800 seems also to not be working on it atm. Anon1 & Anon2 are not really working on it anymore since v4 or so. So yeah it's currently in a pretty stalled state. We are in dire need of motivated translators.
Alright, I'm done with all the remaining weapon translations. Tried to keep them as close to the source material and as short as possible.
Took a few liberties with the different names like Vulpine XXX for Tama stuff since they usually involve a crazily long name like "Fox Cloth Axe Mizuniyadoreru" or Ostgloa stuff like Leo Named White Bones. Also kept most of the specific monster weapons names uniform.
Will take a overall look later but it should look fine. Hope there isn't any names too long to display.

1. Ostgaloa Weapons are named after the 12 horoscopes but there are 14 weapons. So Capcom took the less known 13/14th Ophiuchus and Cetus for Insect Glaive (蛇遣) and Charge Blade (鯨鯢).
2. Most Amatsu Weapon names are Chinese Sayings like 雨過天晴 which means "After a storm comes a calm".
3. Gamuto Weapon names are rubbish.
4. Tamamitsune Weapon names are crazily long.
5. I don't know what Wiluga is but they are in most Crushing Hermitaur weapon names.
