You're probably better off grabbing a new 2DS or Old3DS from a local game store.

1. Pretty sure Sky3DS+ can't run modified roms. However, you can most likely use HANS for romhacks.
2. Most likely not. Homebrew is the only way to go for regionfree.
3. Cubic Ninja + *hax2.5
4. Yeah, that's most likely not possible, either.
ummm... *hax 2.5 includes a regionfree launcher, so the sky can do region free just the same (through HBL+regionfour). And as already stated, HANS will allow for rom hacks.

BUT installing updates and DLC for out of region games... not possible.

You can update software, but you can't update hardware (as seen with Sky3DS). The reason why other carts were blocked was not the headers, it was the save chips - they were blacklisted on the basis of that chip they shared. DSTwo uses a different chip, hence it was spared. Its powerful processor wouldn't help one bit if the components were blacklisted.
It's really not as simple as you put it, but hey - at least they're innovators, not immitators. My guess is that they rushed out the product as fast as possible to get funding for future ventures - they were upstarters after all and made a cart that didn't require any software exploits, that's a big achievement that was probably costly to accomplish.

Nonsense, the Nintendo DS wasn't updatable, sure, but the software changed over time, not to mention several system firmware revisions. Upgrades came along long before the DSi.
In none of the examples you mentioned did upgrades come along before the DSi except for AKRPG->AK2, which had notable hardware differences and were two different carts, neither neccessarily superior to the other (they used the same kernel) but they did have notable hardware differences, it wasn't a software thing.

if gateway can work on a system, it offers more than sky+:
- independent and almost perfect regionfree (even better than cfw because you can run dlc from other region)
- independent custom rom
- .cia
- pirated paid dlc
- eshop exclusive titles
- nes n gbc vc
- select to title selection is still better than scrolling back and forth.

at least now people with 9.3 and above system has better choice now with sky+, it looks solid now thanks to it's updateable feature.
people with 9.2 and under should try cfw first, buy gw if they want a little bit more, and little to almost zero benefit getting sky+ for their system.

Will they stop supporting the blue card after this though? Cause I just ordered one blue card today and then I find this.
I guess the best way to check is to ask someone to has a red button card to try to write a new game to it.

Does Firmware Updatable mean that they'll stop with this bullshit of different colors and offer free updates? I feel sorry for whoever bought these cards...
I think it just means that when new ROMs with AP come out, they will push an update to patch it on the fly or counter it in some way. That would not be a universal solution but rather a ROM specific anti-AP (I know it sounds funny) for each of the ROMs with AP.

You're moving goalposts. You don't make a new cartridge design for giggles, you make it to improve on the old one and make more money.
