get pspfiler in .iso format and use the official cma from sony to transfer the pspfiler.iso trough tnv save data, once you run pspfiler you need create vhbl folder inside the 'psp' folder, get the plugin game2vhbl plugin and install it via cma, then ín your vita open pspfiler and transfer the plugin from tnv save data to a new folder on your root called plugins, after this , you can transfer emulators and other home-brew from cma to your vita, but to do this you need rename the EBOOT.PBP TO FBOOT.PBP, zip the whole folder and rename your .zip to .txt so cma can transfer it to the vita, for example if you have a snes emu you need rename it to SNES.TXT (all in caps), later trough pspfiler you need rename the original extension, unzip and transfer the content to the proper folders, in this case, emu need to be place on the vbhl folder, well is a little complicated but not impossible, don't forget that if you want to see homebrew (pep filer and emus) displaying on the game menu tnv you need to activate the plugin in the vsh menu and restart .

Is that all the stuff you have to do to get things working on the 3.55 version of TN-V? Ouch. Seems like an awful lot of work compared to some of the earlier FWs. If I want small files on there I can just use an FTP client on either the Vita or ePSP side.

yep, that is pretty much you have to do to create folders and transfer the first time your homebrew, but once you do this of course you can use ftp for vita to transfer files to your folders, like vhbl or plugins folders.
