I have never owned a handheld PS system. How many "good" games are out in comparison to the 3DS? And is the system moddable yet?

The system is moddable to an extent - you can use PSP backups and homebrew in eCFW (subject to system software version) or PSVita homebrew via a userland exploit (requires the PSM Utility which is off the PSN store at this point, I'm afraid), but you cannot use PSVita backups. There's a bunch of great games, but the system lost most of its steam at this point, much like the Wii U. Unfortunately it didn't quite catch on, which is a shame because it's an excellent handheld. Here's a couple big hitters:
  • KillZone: Mercenary
  • Uncharted: Golden Abyss
  • Gravity Rush
  • Zero Escape: Virtue's Last Reward
  • Tearaway
  • LittleBigPlanet PSVita
  • Freedom Wars
  • Soul Sacrifice/Soul Sacrifice Delta
  • Several Danganronpa games
  • Final Fantasy X and X-II Remaster
  • Dragon's Crown
  • Rayman Origins & Rayman Legends
  • Child of Light
  • Persona 4 Golden
  • Bucketloads of Hyperdimension Neptunia games
  • WipeOut 2048
  • Need for Speed: Most Wanted
  • Metal Gear HD Collection
  • The Walking Dead: Season 1 and 2
  • Borderlands 2
  • Everybody's Golf
  • Lumines: Electronic Symphony
  • Minecraft
  • Resident Evil Revelations 2
  • Street Fighter X Tekken
  • BlazBlue: Continuum Shift
  • Mortal Kombat
  • Injustice: Gods Among Us
On top of that you get Remote Play compatibility with the PS4, native compatibility with PSP titles from the PSN shop (or *cough cough* other places) and access to PSNow, should you wish to rent PS3 games on the system.

No kidding, the PSVita is a treasure trove of Japanese games, these were just off the top of my head. :P

I recently played and enjoyed those and thought I'd mention them :)
Also Toukiden and Sword Art Online games are enjoyable if you like monster hunting!

Cod bo declassified looks good i think, havent played it but from viewing reviews etc, i think it looks ok
It looks and plays exactly like CoD on home consoles, but it was subject to loads of backlash due to the format of the game (disjointed missions rather than a campaign). I personally enjoyed it and I don't think it deserved the low scores it got, but hey! That's just me.

Dynasty Warriors is great too if you like that kinda game. Spy Hunter is pretty fun too, in a nostalgic kinda way. I can't stress how good Killzone Mercenary is either. I am not much of a FPS shooter guy, but I've really enjoyed this one.

PSN wise, I've played the crap out of Geometry wars, and the vita was almost worth it just for that

Personally I think Uncharted alone is worth buying a vita. That and killzone mercenary. Oh and resistance. Great games. I also have heard gravity rush is great but I haven't tried it out yet.

It is somewhat modable. Just for emulated psp stuff though. For now. I hope some hack gets released soon my vitas just collect dust these days, I already beat all the games I have for it

There's no guaranteed you can install cfw on your PSP vita, since the save exploits are patched often from sony. There are also many instances of a PSP vita that has cfw (custom firmware) installed, losing its ability to play certain games, sad but true. ... ... ... ... PSP vita is not hacked at the moment to enable vita backs, just the ps1 emulator is hacked, it not worth your time put risky software on your vita, a good portion of users report permanent functionality alterations (not all good). If you can handle, buying a system where backups are not the best option then keep reading (ignore parenthesis) ...

(I have psp, xbox1, ps2, xbox360 and wii, and most recently a psp tv ... ... ... ... there's a bunch of crap games on the system, however there are some games I consider worth the price of payment, here are the ones I own personally, some I consider buying)

Final Fantasy 4 The Complete Collection (its the most recent update, looks, plays great, lots of new content, and its in 2d) (from psn)
Disgaea 3 (best one outside of Disgaea 1)
Final Fantasy x and x2
Demon Gaze
Super Robot Wars OG (has full character model cursors, versus the "head only portraits" of the "Z" series)
Persona 4 (PlayStation 2 had some fuzzy graphics this version cleans up big time)
(got Final Fantasy 8 and Legend of Dragoon, gona get Chrono Cross later on off psn)

Really don't view much else on the vita as worth purchasing, maybe when i get bored, Operation Abyss, Disgaea 4 (not as good as 3), Earth Defense 2017 (its a remake from ps2 jap, with new content in english), maybe some more used stuff from ebay, don't plan on purchasing much from psn, but I did buy FF4 the collection and some ps1 games. (maybe find a cheap copy of that bloodlines game produced with limited quantities, but its really second rate stuff compared to final fantasy).

also considering buying a psp for psp and ps1 backups versus buying those form the psn store. I have psp vita tv, really satisfied with the purchase, the games look great and sharp, the game reviewers really like speaking bad about the vita but its all around a great buy.

(never owned a 3DS, but played with Desmume emulator and a bunch of the roms there ... basically it works like this, GBA WAS THE BEST, NDS was the second best in terms of game quality, and 3DS is a Pokemon Barf Bag, stay away from it! Vita is your best bet!!!)
