Hardware Wii to Wii U transfer failed - dead end?

I have a Wii and a Wii U.
The Wii is soft modded, running Homebrew Channel, BootMii.
I did a NAND backup of the Wii.
Then I downloaded the Wii U Transfer Tool onto it.
I went through the Wii Transfer Tool on both Wii and Wii U, but there was a problem with the size of the SD card.
When I restarted the process with a new larger SD card, when I moved the card to the Wii U, I was told that the data didn't match.
The Wii was empty at this stage, everything was on the SD, so to retry, I restored my Wii from NAND backup and went to start the process again from scratch.
Trouble is: My NAND backup is from just before I downloaded the Wii Transfer Channel onto the Wii.
When I restore my Wii from the NAND backup, the Wii Transfer Tool disappears.
When I download the Wii Transfer Tool again, the Wii shop thinks I've successfully moved my Wii software to my Wii U, and deletes it all from the Wii.

I can't see any way now to proceed, to get all my Wii stuff onto my Wii U.

I tried downloading the Wii Transfer Tool to my SD card, restoring from NAND, and then moving it to my Wii, but it won't move or copy off the SD - it says "The data may not have been copied".

Is there any way to install the Wii Transfer Tool without using the Wii Shopping Channel?
Any other bright ideas?

Thanks for replying. It looks like the pertinent part of the thread you linked is:

I have a soft-modded Wii with some actual purchased items from the Wii Shop. While I couldn't transfer my stuff over under that context (due to errors), I was able to when I re-virginized my Wii. The transfer program will copy your legit games and such from the Wii to the Wii U if they are installed on your Wii, but if they aren't on there, the program still checks your account online based on your Wii's unique signature, matching it with the signature of your Wii U's vWii (or simply your Wii U), and transfers the appropriate information from one to another. It even transferred over a game I accidentally deleted years ago at the system root, making me unable to redownload it to my Wii, allowing me to download it onto my Wii U. By this method, you would have to redownload your games, but they will have been transferred.
So my best next steps would be:

Re-download the Wii Transfer Channel to my restored-NAND Wii
See all my software disappear from the Wii
Do the Wii -> Wii U Transfer anyway
The Wii will check its purchase history from Nintendo.com during the transfer
The purchase history will be transferred to the Wii U
Re-download the software on the Wii U
Restore the NAND of the Wii

Is that right?

Great news!
Folllowed the steps above, and when the Wii was copying, it only listed my savegames, so I wasn't hopeful.
However, you were right. When I go to the Wii U Wii shop I can redownload everything.
Very chuffed about this, got my Miis, my software, and can even restore the NAND backup on the old Wii.
