now i know it sound ridiculous or impossible but lets stop and think for a little... and feel free to play Devil's advocate here but i have been thinking with the supercard dstwo we should now have the power to run psp games on dsi and above. I only can assume that the 3ds is using the ds menu from the dsi so im going with dsi specs as a baseboard
(reason i start with dsi and above is because dsi has slightly more higher specs then standard ds and light.)

CPU's: 133 MHz ARM9 and 33 MHz ARM7
RAM: 16 MB PSRAM
GPU: Deemed to be combined with cpu?
ok now i know that donsent sound like muck and it isn't BUT with the supercard dstwo the specs are greatly boosted
another thing im unclear of is if the supercard DSTwo standalone chipset combines with the virtual ds software or if it ONLY uses the supercard DSTwo processor and ram. I believe it combines, again just thinking out loud here.

now that's even better specs then the psp 1000
~Psp 1000 Specs~
CPU: 333Mhz
RAM: 32mb
GPU: 2mb Video RAM?
now with all that being said the only thing to put into account is 3 things
1. the dsi video RAM (GPU)
2. any differences between the 2 system processors
3. a developer to actually put this together
