Assuming you did the step correctly and are using the Agent under fire method it should take only a couple of seconds till you see the ulauch menu.
Have you patched your ISO with ESR patcher? I had the same problem as you until i patched the ISO, burned it and then it worked. And if so, is it the lastest version?

I already patched it using momento

it may be possible i used the wrong solution to clean the lens. I gently rubbed with a q tip dipped in rubbing alcohal for first aid
If it reads retail discs fine, quick and with no stutter, it should probably read burnt ones as well.

What exactly do you see upon booting the driving level (second level) from the menu? The screen goes black and that's it? When do you swap? Do you give the PS2 a moment to detect the disc? Are there any messages on-screen? Does the burnt backup disc spin as the "level" loads?

EDIT: Can you also provide screenshots of all the modifications you've applied to the original dump in Apache? It's worth to double-check if everything's set up well.

After completing the first level you then return to the menu. From there you take out the disc (it should stop the game but will still show it) and then swap with the burnt disc and it should run as normal, does this happen.

I would load the save game and then go to the mission select and swap the disc then before selecting the second level. After doing thati just push x through the tutorial screens as they pop up and then I just get the black screen. I've also swapped before going in to the mission select and left it at the menu for a second (the music stops) and the same thing happens. When it gets to this point, the disc spins. With the old brand. The laser will stay about 2.5 cm away from the center of the disc, the motor will slow down and speed up at intervals of 3 seconds. With the sony dvd's. The laser will will move to the absolute closest it can get to the center and stay there for i think 5 seconds before moving 2.5 cm away from the center. The motor stays at the same speed the whole time

As unreasonable as it may seem, I really do think that either the dump you're using is not proper (the disc drive would be to blame here) or the burned discs are too much for your PS2 to handle for some reason.

I normally don't recommend this, but perhaps you should *cough cough* "acquire" a proper ISO of 007:AUF online and re-try the procedure with a 100% working and proper dump.

ill see if i can make a video but its going to have to be really low quality

As long as i can see with my eyes then i am fine with low quality, also try what Foxi had mentioned. Also try looking up the latest version of Momento if you currently don't have and if i may recommend then i recommend ESR patcher instead for all your burnt games including this one.

Try running the iso on a ps2 emulator. If the iso was patched correctly no doubt about it that it should work on pcsx2.

it runs fine on pcsx2. I downloaded a save game and imported it to the mem card image and I ran the second level and ulaunch came up. There's either a problem with the ps2 itself, the swap, or the burner I used

Try swapping the disc in the main menu not mission select. Try a different computer/program (i use daemon tools and or ultra iso). Your ps2 should read burnt games if it reads regular games perfectly fine.

Remove your USB stick and try again, perhaps uLaunchELF has problems mounting it (which would make it the black screen culprit). Re-try the swap (which you are performing correctly) without the stick inserted to see if the ELF actually launches.

I guess you'll just have to rinse and repeat. It's odd that you're running into those issues, but don't worry - worst case scenario you can always mail your memory card to someone who already has FreeMCBoot and ask that person to perform a Multi Install for you and send the card back. You could also use another PS2.

okay, it's definitely not the disc. I ran the modded disc through an emulator and ulaunch worked fine. I don't know why this is happening, I've been able to run burnt cd's before using the ps1 game swap trick but I haven't heard of a way to launch ulaunch using that method
