Where would a Good Place be to Purchase a Working GBA Flash Cart as of July 2013?

Also if I Can't get one Will my EZ Flash 3 in 1 Work on Game Boy Micro if I Flash the ROM to the NOR and Cut off the Bit that Sticks out?

For a gba flashcart, see the other thread: http://gbatemp.net/threads/buying-a-gba-flash-cart-in-2013.341203/
your in the same boat as everyone else that wants one. Time is running out for you with this option, so choose something soon.

As for the 3in1, you can shave off the overhangs that make the 3in1 fit in the slot. Your problem becomes how do you plan to remove it once you insert it as it sinks into the slot area. You will need to add some kind of pull tab or install a handle of some kind. Your other option is to use a retail cart and gut it for use with the 3in1.

Nice! I didn't know you could use the 3in1 like this, how would i flash to Nor? Would I use my PC? Or a DS?

A DS or DSL would always be required. A 3in1 requires a slot1 flashcart to write the game to NOR for you to use.

So a Mini EZ 3 in 1 Would Potentially work on a Game Boy Micro?

There isn't any need to use "mini" or "lite" to describe the 3in1, any 3in1 you get will only work for the DSL. The ones that fit into the DS or a GBA/SP/micro are the only ones with term "phat" to describe a full GBA sized version, thing is you can't get the phat version anymore either.

A 3in1 is a stripped down EZ-Flash IV without external storage, so of course they work in a GBA/SP/micro.
