There are many topics about Wiiware etc rebooting to the menu, I myself had this trouble and tracked it down to a missing IOS 37. Some games require other IOS etc, so your are missing a few maybe, and it doesn't matter what menu version you are on btw, so 3.2 means nothing here, it's either wrong region (doubt it) or a missing IOS.
Run title lister and have a look at what IOS you are missing. You need 36, 37, 38, 51, 53 and 55. They are not region specific so don't worry about that, find them, install them reboot and you will be sorted.
I think I read somewhere that freethewads works well only for N64 game wads and using it on other VC games causes them to stop working. Try using the original wads without freethewads.

@Maximumbeans, Indeed. I've been working on getting this Infecutus chip to work on my PS2. But after soldering, I realised that a plastic piece was missing from the power ribbon cable to the power and eject buttons.

Now I could go with soldering the contacts from the cable to the connector on the mobo, but doesn't sound like a good permanent solution.

@Maximumbeans, Maybe start practice soldering. Get a cheap-ass soldering iron and follow some good YouTube tutorials.+1

Least my experience has gotten better than over a decade ago. My iron would constantly bump into components and break them.
