Misc Are manually pre-installed games tied to NNID?

I've bought a New Nintendo 3DS with some pre-installed games. I wouldn't like to lose them, but I was trying to buy Dragon Ball Fusions (and other games), and there was no space in the microSD (I use a 32 GB one), so I couldn't buy it (well, that's strange: I couldn't manage to just buy it. Can't I have it on my account even if I don't download it?).

Well, then I connected the 3DS to my laptop and am copying the files from the 3DS microSD to it through wireless connection. I don't know if it will be able to save my games just by doing that, but it was the best thing I could think of.

Though, I was told that pre-installed games get tied to your Nintendo Network account once you create one, so I could just delete them, go into the download history on eShop and get them from there or something like that.

However, since I didn't buy my 3DS from a store, but from a person, I cannot be sure if they were factory pre-installed or if they were manually pre-installed by the seller through CIAs.

I don't know much about 3DS, I've just learned about that CIA stuff. The question is: does the way the games were pre-installed make any difference? Can manually pre-installed games be tied to my account?

If they were manually installed as CIAs then they're illegitimate and aren't attached to your NNID. If you have CFW just back up your saves using JKSM and delete the game. Reinstall it later using Freeshop or something like that

Well, I was afraid of it. However, I've logged into eShop, and the games appear as "downloaded". I deleted them to test. They appear on eShop as "re-download". Should I assume they're legitimate?

What preinstalled games are they? If there are multiple then they are most likely "Legit Cias" that have legit tickets. They act just like preinstalled games are legit in a sense.
