You need to be on 3.55 firmware, then you can install custom version to the latest version which if I remember is 4.81. You will need an E3 flasher to downgrade it if you're on anything higher than that. You PS3 has to be a certain model too so check your model number on the back or bottom

Nope, and never will. People don't invest time in to it anymore. Hard mod to downgrade using E3 on a compatible PS3 model, or nothing at all.
