Misc NNID Unban Homebrew Launcher Help 3DS 11.5

I saw a tutorial that may be OUTDATED from 2016. I loaded homebrew from the recent RPwnG that was released eariler.The Tutorial said too put NNIDsave.bin on the root of your SD card and aslo into decrpypt9 into the 3DS folder then load up homebrew. all i get is decrpypt9 loading back into homebrew instead of going into a menu. I wonder why? Does this WHOLE idea Unban you from your miiverse NNID?

You can't use CFW or apps like Godmode, decrypt9 , etc who use ARM11 or ARM9 in userland exploit.
