You can't run a OS from USB .... well you can with some tools but not with just installing it there somehow.
How are you trying to do it ?

Usually if you try to properly install the OS USB it will tell you that this won't work and won't let you install it on the USB flash drive.

You could use WintoUSB http://www.easyuefi.com/wintousb/
or you could create a WinPE and put it onto your USB drive (use winbuilder to make your own)

Use Rufus and use the Windows2Go option. Also, I highly recommend that you not use custom Windows versions like this. You never know if they come with backdoors.

i'd say your best option is to install it with a cd/dvd, XP was never made to install from usb like vista and newer is, so it searches the disc drive and not the usb ports

Well, that's probably a good thing since it's no longer supported (except for the embedded versions). If you want to run a small OS off of a USB drive then I'd recommend a Linux OS. If you want a really small one then look into Damn Small or TTYLinux. Of course you can run more current versions of Windows off of one, but they'll run painfully slow (this version of XP would as well).

He's trying to run the full system from a flash drive, not install it.

most of the places i see need the hp key utility, which i cant run due to being on a 32bit system, and the 1.8/1.7 versions dont work.

Why didn't you just try the wintousb oO?
Should work flawless and you can boot the system from USB ...
or the other thing I told you ... I have a Windows 10 PE on a USB stick which loads into the RAM and can be used from there.

Else just get the medicat dvd from this forums sticky -.-V

Sorry forgot to mention that, I used the official at the suggestion of @Joom instead of the shortened xp, because I tried wintousb, but was unable to get past its initial setup

You could try running a windows xp virtual machine (virtualbox or something) from a linux live USB or CD/DVD (you could have the VM stored on a usb drive in the latter case).

You might have trouble with applications that rely heavily on graphics hardware, such as games.
