Yes, it's impossible to link a new NNID to a 3DS simply injecting a blank nnidsave.bin: To link a NEW NNID you have to do a system transfer so the source 3DS will be unbanned but the target console (the second one) will be banned. Your old will be gone forever on 3DS consoles

Your NNID is not banned, your console is. Nintendo can see if an ID is linked to a banned 3DS and they don't unlink server-side that ID from that banned console

can't you just change the console id then so it thinks its another 3ds. not a big problem since it was my second 3ds that got banned that had no purchased games on it

They do, you must call them with a not banned one in had to register the NNID, they will do if you tell the real deal.

Cheating online normally gets you banned, that's not exclusive to Pokemon nor Nintendo

It's possible. You're cheating online to gain something that is only gained when you do something specific. Nintendo might see you haven't done that and ban you.

it only goes up to the amount in that picture though so one person can't just make it a large number to complete the mission from now it would take about 15 people doing that to complete it.

Speaking of bans, what happened to hacksn5s4? I was unbanned the past Thursday, 28 total days. I don't know if that's a new ban time or because I was banned close to the holidays and they didn't want to bother? At 15 days, it was the 23rd, not Christmas time or New Year's time. Close though, I don't know.


EDIT: Make it clear that I was banned for going online with the ROM and the cart at the same time, both sharing the same private header, not like most other people playing the games early and going online with them.
