You should mention how the 11.0.0-XX update makes installing any CIA impossible.

Basically Process9 AMPXI function checks for the title version in a hard-coded list of a minium version for be able to finish the install of all system modules.
If the title version is invalid it returns the invalid title version erro and didn"t install the title.

But isn't installing even valid CIA files still not going to work because of this version?

MemChunkHax2.1 or SVChax was patched (even not complete patched yet), but even if in the future for example a way to install "Legit" CIA"s is launched it shouldn"t be even possible to downgrade from 11.0 and higher because this, actually the only way to downgrade from 11.0 is downgrading NATIVE_FIRM for the one of 10.4 to be able to downgrade again as NATIVE_FIRM is the one of 10.4 again (this will be possible until Nintendo changes System Kernel Minium Version); and the other possible way is with an ARM9 exploit but there isn"t one for up to 9.2 and also very difficult to achieve by the way.

Okay, and the only way to downgrade the the firmware is through hardmod right?

Hardmod or with DSiWareHax will help you to dump and restore the Nand to downgrade NATIVE_FIRM. You can find about the later here: https://gbatemp.net/posts/6541634/

When i try to open ciangel i get a quick black screen saying syntax error and then it closes off.

not correct, this is only true for old cfw, every fw in the past year, (and before that, gw) - they have supported region free.

ok but with no hacks, you can't install pirated games anyway/pirated cias so... anyway.
he asked about cias, not about other region retail carts.

@Hexsyz - when you are finished setting up this new 3ds of yours, update to the latest firmware etc.
i guess you will do a9lh, good. emunand is not needed.
so when you are all hacked, on the latest fw update - just do a normal system transfer between the two 3ds consoles, from system settings i think. then your games and saves will be ok

i said, you won't be on 9.2. when the new 3ds is all set up and done (i'm not sure if you have it yet etc) - it will be on 11.0
if the firmwares are different you cannot transfer (there are ways around that, but not worth it, complex, and we are able to do it properly so, no need to try)

no big deal if its impossible if the versions were different, sending the 11 ofw to katsukity for capture card repairs so i wouldnt be able to use it anyways.
wasn't fan of getting 3DS titles through "other" means that didnt involve buying them off eshop xD.

You can transfer but you need to use a CFW (you can use CakeFW enabling the use of the EmuNand, survive Reboot with some titles and without Signatures Patches enabled if you want to only use games in a normal way) with a Redirecton Nand (EmuNand or RedNand), you update the Redirection Nand (EmuNand or RedNand) and transfer from here, saying so one part get to the System Nand in Reboot you can bypass this by deleting the Internet Connection in tthe System Nand then you will be able to get to this part of the transfer booting directly in the Redirection Nand.
