Yes they do still occur.
They can occur on every 360 console ever made.

However the Slims and late Phats are pretty resistant to RROD if you keep them in a clean and open environment so that the console has enough room to "breathe"

can you easily clean the internal fans etc.. like on a desktop pc?

you could always resort to blowing compressed air in from the top fan vent to blow dust out from the heatsink then blow air from the sides to push that dust out of the console as best as possible.
vs
You'll have to disassemble the 360 in order to do that but yes.
(at least I think it's easy to disassemble)

its easier to not need to disassemble one to clean it.

Using compressed air will work yes.
But to properly clean it it's always better to disassemble it.
Besides dust also collects on the fan and that's hard to blow away.

Disassembling the Xbox would be your best bet to be able to get every nook and cranny and really keep it clean.

Conversely, I find using a handheld vac (or a vacuum with the narrow attachment on its hose) does the trick with sucking the dust out, as opposed to simply blowing it about inside as compressed air would do. I know this matters more with say, disc drives, but to be fair, it has been one thing that's kept my old, chipped PS2 running for so damned long. At least with a vacuum to do it, you're removing the dust from inside much more actively.

I remember reading an article that said it's physically not possible, as there aren't even any red LEDs in the slim models at all. Therefore, it's not possible. It may shut down or otherwise not function correctly, but you won't get a red ring. I think there's also less than a 1% chance of it ever happening, and if like Dinoh said you keep it clean, it's virtually impossible.

its almost impossible on the slim, it has 1 unified chip (gpu+cpu)
the system shuts its self off if it starts overheats (a red dot blinks on the power until it has cooled down)

the original phat had 2 chips and only the cpu had a thermal sensor to shut its self off, the gpu could be on fire and the 360 would still be running as long as the cpu was cool enough

Give me a Slim 360 and I can overheat it and make it die of an RRoD or RDoD, whatever you prefer.

It's possible to make every 360 die of heat problems.
It's the cleaning which prolongs the consoles life.
Not only the 360 will last longer, but also the PS3 (also a fucking dust magnet) and the Wii (which can also collect a fair amount of dust)

the gpu could be on fire and the 360 would still be running as long as the cpu was cool enough

That's exactly 90% of all the RRoD issues on older phats indeed.
It's always the GPU that warped away from the motherboard.
Mainly due to the use of leadless solder and a very very poor heatsink.
